The Supreme Court may order creation or abolition of LGUs in a case involving local autonomy and boundaries. Creation, conversion, division, merger, or dissolution of provinces, cities, municipalities, or other LGUs must be effected by an enabling law enacted by Congress; local sanggunian ordinances cannot create or abolish LGUs. The President may unilaterally reorganize LGUs through an executive order issued under the general supervision of the DILG. Administrative directives from the DILG or other agencies can authorize the change without Congress action.
